The Problem
Existing tools that track political promises give a binary verdict: kept or broken. But that misses how promises actually die — through dilution, delay, and scope creep. A politician can technically pass a bill and still betray the spirit of every commitment they made.
What It Does
OCCT automatically extracts commitments from speeches and documents, then tracks each promise through legislation and regulation — scoring how faithfully each stage implemented the original commitment across five dimensions.
